Police have implemented a strict traffic diversion plan for the Shardiya Kanwar Fair in Haridwar. The diversion will remain effective from 8 am on February 5 till midnight of February 15. During this period, the movement of heavy vehicles on the Haridwar–Najibabad route will remain completely prohibited to ensure smooth and safe movement of Kanwariyas.
SSP Pramendra Singh Dobal said that a detailed route diversion plan has been issued and all subordinate officers have been instructed to ensure strict compliance on the ground. He stated that traffic arrangements have been designed keeping in mind public convenience, safety of devotees and uninterrupted emergency services.
According to the plan, heavy vehicles coming from SIDCUL, Dehradun and Rishikesh towards Bijnor, Moradabad or Nainital will be diverted via Haridwar, Roorkee and Muzaffarnagar. The return movement will also follow the same route. Vehicles related to essential services, including food supplies, petroleum products, gas and medical services, will be allowed to move on the Haridwar–Najibabad–Moradabad–Nainital route only between 11 pm and 4 am.
Roadways buses travelling from Dehradun, Rishikesh and Haridwar towards Bijnor, Moradabad and Nainital will be diverted via Ladpur and canal embankment roads. In return, buses from Bijnor and Najibabad to Haridwar will operate via Bijnor, Ganga Barrage, Monti Tiraha (Meerutpur) and Muzaffarnagar. The route for private buses from Kotdwar to Haridwar will remain unchanged.
Traffic restrictions have also been imposed on the Roorkee–Laksar–Balawali route, where the movement of heavy and medium vehicles will remain completely banned. If required, temporary restrictions may also be imposed on light vehicles. Small private vehicles from Najibabad will be diverted through Chidiyapur, Shyampur, 4.2 diversion point, Chandi Chowki, Chandi Chowk parking, Deendayal, Pantdweep and Chamgadad Tapu.
Kanwar vehicles from Najibabad will be directed to Chidiyapur, Shyampur, 4.2 diversion point, Gaurishankar and Neeldhara parking. Their return route will be from Gaurishankar or Neeldhara parking via Hanuman Mandir Tiraha, Chandi Bhawan Tiraha, Chandi Chowk, Chandi Devi Ropeway, 4.2 diversion point and Shyampur towards Najibabad. In case of excessive traffic pressure, vehicles coming from Najibabad will be stopped at Gaurishankar and Neeldhara parking itself.
Vehicles from Delhi, Meerut and Muzaffarnagar will be diverted via Narsan, Manglaur, Core College, Khyati Dhaba and Shankaracharya Chowk towards Alaknanda, Deendayal, Pantdweep and Chamgadad Tapu parking. If crowd pressure increases further, vehicles will be diverted to Bairagi Camp parking through alternate routes.
Devotees coming from Punjab and Haryana will be directed through Saharanpur, Mandawar, Bhagwanpur, Saliyar, Bijauli Chowk, NH-344, Core College, Khyati Dhaba and Shankaracharya Chowk towards designated parking areas. Vehicles from Dehradun and Rishikesh will use Nepali Farm, Raiwala, Doodhadhari Tiraha, Sarvanand Ghat and Jairam Mod to reach Pantdweep, Chamgadad Tapu ground and Laljiwala parking.
The Chilla route will function under a one-way system and will be used only for vehicles coming from Rishikesh to Haridwar.
SSP Pramendra Singh Dobal said that zero zone restrictions will remain in force from Post Office Tiraha to Har Ki Pauri and from Bhimgoda Barrier to Har Ki Pauri. Several routes between Shivmurti and Devpura Chowk will operate under a one-way system. If crowd pressure increases, autos, vikrams and e-rickshaws will be completely banned from Chandi Chowk, Shivmurti, Tulsi Chowk and Bilkeshwar Tiraha.

Special diversions have also been arranged for autos, vikrams and e-rickshaws. Autos coming from Dehradun and Rishikesh will be turned back from Saptarishi Barrier, while e-rickshaws coming from Jwalapur, Kankhal, Jagjitpur and BHEL areas will be stopped at designated points.
