NCTC Secretary Meenu Shukla Pathak visits Uttarakhand

Dehradun, 6 Nov: Secretary of the National Cooperative Training Council (NCTC), Meenu Shukla Pathak, arrived in Dehradun today on a three-day visit to Uttarakhand. On the first day of her visit, she conducted a comprehensive review of various schemes being implemented in the state under the Ministry of Cooperation, Government of India.
During a review meeting held at the auditorium of the Uttarakhand State Cooperative Federation, the Secretary examined the progress reports of key cooperative institutions of the state — including the State Cooperative Federation, State Cooperative Bank, Sericulture Federation, Fisheries Cooperative Federation, and the Milk Federation.
Additional Registrars Ira Upreti and Anand Shukla gave a documentary presentation highlighting the activities, achievements, and future plans of these institutions. They also apprised the Secretary of the distinctive cooperative initiatives being undertaken in Uttarakhand.
Officials attending the meeting discussed the practical challenges faced by the cooperative sector in the state. The Additional Registrar informed her that due to geographical and topographical constraints, land with standard capacity required for the Government of India’s grain storage scheme is not readily available in Uttarakhand. Therefore, a suggestion was made to modify the scheme’s capacity parameters according to the state’s conditions.
It was also proposed that the targets for setting up Multi-Purpose Cooperative Societies (MPCS) be determined based on Uttarakhand’s geographical and economic circumstances. Further emphasis was laid on the effective implementation of schemes under the Ministry of Agriculture and NCDC, and on providing specialised training to fisheries cooperative societies.
Taking note of all points, Secretary Meenu Shukla Pathak assured that the issues raised would be presented before senior officials of the Ministry.
While addressing the meeting, the Secretary appreciated the “Complete Value Chain” and “Waste to Best” model of the Uttarakhand Sericulture Federation, describing it as an innovative initiative in the cooperative sector. She also lauded the Ghassiyari Kalyan Yojana of the state government, remarking that,
“This is a unique scheme of Uttarakhand that deserves to be expanded and replicated as a model across the country.”
Additional Registrar Anand Shukla said, “The visit of the NCTC Secretary is an inspiration for all cooperative institutions of Uttarakhand. Her guidance will provide a new direction to the cooperative units of the state. We are committed to implementing the schemes in a more practical and effective manner in line with the state’s geographical conditions.”
During her three-day tour, the Secretary will visit the Sahaspur Milk Cooperative, Silage Plant, and various cooperative institutions in Haridwar. She will also participate in a meeting of the DCDC.
Among those present on the occasion were Matwar Singh Kandari, General Manager, Sericulture Federation; Akanksha Kandari, State Cooperative Bank; Pramod Kumar Shukla, Deputy Director, Fisheries; Suman Kumar, General Manager, State Cooperative Federation; and other officers and staff.
The meeting concluded with a formal felicitation of the Secretary, who was presented with a bouquet and mementos crafted by the Sericulture Federation.
