The Uttarakhand government has announced that students with less than 75% attendance will not be allowed to appear in university and college examinations. This rule will come into effect from April 1, 2025.
In an official order, Higher Education Secretary Dr. Ranjit Kumar Sinha highlighted that the declining attendance of students in state-affiliated government and private colleges has become a matter of concern. The directive aligns with the University Grants Commission’s (UGC) guidelines, which mandate a minimum of 75% attendance for exam eligibility.
Additionally, the order mandates colleges to ensure proper classroom infrastructure, including adequate furniture and sanitation facilities. Teachers are also required to maintain individual attendance registers for their classes and update attendance records daily on the Samarth Portal.
A further provision requires teachers to use a GPS-enabled camera app on their mobile phones to capture photographs of students during lectures. These images must be stored in a designated folder on the computer and uploaded daily to the Samarth Portal’s classroom module.
The decision is expected to improve student participation and enhance the overall quality of education in the state’s higher education institutions.
