Uttarakhand – Two bills returned by Raj Bhavan are set to be brought back before the Uttarakhand Assembly after departments address the objections raised. Among them is the amendment related to the Uniform Civil Code, which will now undergo fresh scrutiny.

The Governor returned the UCC amendment bill after objections were found during examination at Raj Bhavan. The bill had been passed by the Assembly during the Gairsain session and later sent for approval. Officials said an error was noticed in Section 4, where the provision related to punishment for marriage below the prescribed age was mentioned twice.

Following the return of the bill, the Home Department will remove the objection and present the revised ordinance again in the Assembly. The government has indicated that the correction is procedural, but the development has delayed the implementation process.

Earlier, Raj Bhavan had also returned the bill related to religious conversion. The Religious Affairs Department is now working to remove shortcomings and bring a revised version of that bill as well.

While the government maintains that the issues are technical in nature, repeated returns of key legislation raise questions about legislative drafting and pre-submission scrutiny. The final outcome will depend on how quickly departments address the concerns and reintroduce the bills in the House.
