Automatic Green Cess Deduction for Vehicles Entering Uttarakhand; Transport Department Updates Plan

Vehicles entering Uttarakhand will now have green cess automatically deducted, thanks to the installation of Automatic Number Plate Recognition (ANPR) cameras at all entry points. The Transport Department is gearing up to launch the Automated Vehicle Green Cess Collection System (AVGCCS) and has accelerated its search for a partner company to implement the system.

The notification to impose green cess was initially issued before the upcoming Lok Sabha elections, but it faced challenges in effective enforcement. Initially, the department considered toll plazas for collecting the cess, but this approach has since been revised.

The AVGCCS system will use intelligent tolling software, which will read vehicle number plates and send a request to the National Payments Corporation of India (NPCI). The NPCI will then identify the vehicle’s FASTag wallet, allowing the green cess amount to be automatically deducted from the corresponding account.
