Uttarakhand – The Digital India BHASHINI Division (DIBD) under the Ministry of Electronics and Information Technology, in collaboration with the Uttarakhand State IT Mission, will organise the BHASHINI Rajyam Workshop: Uttarakhand Chapter on 17 December 2025 at Hotel Ramada in Dehradun. The workshop aims to strengthen AI-driven, voice-first digital governance with a special focus on Garhwali and Kumaoni languages.
BHASHINI is a flagship initiative of the Government of India under the National Language Translation Mission, designed to remove language barriers by enabling access to digital platforms and services in Indian languages through artificial intelligence. In Uttarakhand, the initiative seeks to allow citizens to interact with governance, education, healthcare and other essential services using Garhwali and Kumaoni voice and text-based interfaces, reinforcing the state’s linguistic and cultural identity.
During the workshop, officials from the Digital India BHASHINI Division will present ongoing efforts to develop AI language models, speech recognition systems and multilingual applications specifically tailored for Garhwali and Kumaoni. These initiatives are being developed through community participation, citizen-led language contributions, and partnerships with academic and institutional bodies to ensure inclusive and sustainable digital language development.
Senior policymakers, technical experts and stakeholders from the Government of Uttarakhand, the Digital India BHASHINI Division, academia and civil society are expected to participate. Demonstrations will showcase BHASHINI’s tools for voice-first multilingual governance, including the MITRA programme, which promotes co-development of AI solutions with active participation from state governments.
The workshop will also introduce Bhashini Samudaye, an initiative aimed at establishing State Language Missions to enable states to lead digital language adoption. A live demonstration of the Bhashadaan citizen contribution platform will encourage individuals to donate Garhwali and Kumaoni voice and text data to strengthen AI models and improve the accuracy of speech-enabled services.

In addition, participants will discuss department-specific roadmaps for integrating language technology into governance workflows. The workshop will emphasise capacity building for government officials and technical teams to ensure effective deployment of BHASHINI tools and delivery of digital services that are inclusive, accessible and linguistically relevant.
