Cabinet Returns Proposal on Teacher Selection and Promotional Pay Scale for Further Review

The Uttarakhand Cabinet has returned a proposal related to the selection process of teachers and the promotional pay scale system, stating that it requires further examination before approval. The proposal will be presented again after detailed testing and review by the concerned department.

According to the Education Department’s proposal, under the 4th, 5th, and 6th Pay Commissions, teachers were eligible for selection and promotional pay scales based on fixed periods of regular service. When a teacher progressed from the normal pay scale to the selection or promotional grade, the next pay level was determined through a defined process, without any provision for additional salary increments.

The government order dated 13 September 2019 had also clearly stated that no increment would be granted at the time of receiving selection or promotional pay scales. To clarify this further, an amendment to Rule 13 of the Uttarakhand Government Servant Pay Rules 2016 had been proposed. However, the Cabinet decided to return the proposal and directed that it be resubmitted after comprehensive testing.

Another Proposal Also Returned

The Cabinet also returned a related proposal concerning seven Class IV posts each at Udayraj Hindu Inter College, Kashipur, and BSV Inter College, Jaspur (Udham Singh Nagar). The proposal sought approval to treat these posts as outsourced positions with fixed honorarium instead of filling them through the completion of selection procedures. The Cabinet has asked for further review before any decision is taken.
