Uttarakhand – Chief Minister Pushkar Singh Dhami transferred Rs 33.22 crore to the bank accounts of 3,848 beneficiaries under the Mukhyamantri Swarozgar Yojana through an online programme held from the Chief Minister’s residence. The amount was credited directly to beneficiaries to support self-employment activities across the state.
The Chief Minister said the state government aims to make Uttarakhand’s youth job creators rather than job seekers. He stated that the Mukhyamantri Swarozgar Yojana has played a practical role in reducing migration, promoting reverse migration, and creating employment at the local level, particularly after the COVID-19 period.
He said migrant workers who returned during the pandemic, young entrepreneurs, artisans, craftsmen, and educated unemployed youth are the main beneficiaries of the scheme. Under the scheme, permanent residents of Uttarakhand receive loans through nationalised, cooperative, and regional rural banks for manufacturing, service, and trade sectors. The permissible project cost is up to Rs 25 lakh for manufacturing units and up to Rs 10 lakh for service and trade units, with a subsidy of 15 to 25 percent of the project cost.
Officials informed that the scheme had initially targeted around 32,000 beneficiaries, but more than 35,000 people have benefited so far. Loans worth over Rs 1,389 crore have been distributed, leading to the creation of nearly 64,966 new jobs. While the government describes the scheme as effective on the ground, timely loan processing and monitoring of outcomes remain important for sustained impact.
The Chief Minister said that due to the scheme’s performance, Mukhyamantri Swarozgar Yojana 2.0 has been launched from 2025 by integrating the MSY and Nano schemes. Under the revised version, the subsidy limit has been increased to 30 percent, with an additional 5 percent subsidy provision under geographical, social, and product booster categories.
During the programme, the Chief Minister interacted with beneficiaries. Kamal Singh Partholi from Lohaghat, Champawat, said he took a Rs 10 lakh loan to set up a smart library. Pradeep Agrawal from Udham Singh Nagar shared that he started a vehicle service business with a Rs 10 lakh loan. Jaspal from Uttarkashi established a fitness club, while Ayan Mansuri from Pauri Garhwal expanded quilt and mattress manufacturing, expecting a turnover of Rs 3 crore this year. Champa Devi from Bageshwar said her mobile sale and service business improved her livelihood.

Secretary Industries Vinay Shankar Pandey, Director General Industries and MD SIDCUL Dr Saurabh Gaharwar, Deputy Secretary Shiv Shankar Mishra, Additional Director Industries Mrityunjay Singh, Joint Director Anupam Dwivedi, Deepak Murari, Deputy Director Mahavir Sajwan, Rajendra Kumar, Industry Mitra Abhishek Nainwal, and Anurag Gupta were present.
