To tackle cyber crimes and promote research in cyber security, a Cyber Security Center of Excellence (CCoE) will be established in Dehradun’s Dhorankhas area with an investment of ₹30 crore. The Special Task Force (STF) of Uttarakhand Police will act as the nodal agency for this ambitious project.
STF has already designed a seven-story building for the center, and the process of construction and equipment procurement will commence soon. A joint team of the police department and the Indian Institute of Technology (IIT) Roorkee will oversee the project.
Collaboration with IIT Roorkee
To ensure the center is equipped with cutting-edge technology, an agreement has been signed with IIT Roorkee. The STF had earlier submitted a proposal to the government for the project, which was approved with the recommendation of involving technical experts. Following this, IIT Roorkee was invited to partner in the project, and the collaboration has been finalized.
A joint team of police officials and IIT Roorkee engineers will work on the construction and procurement processes, ensuring state-of-the-art facilities for cyber security research and operations.
Features of the CCoE
According to the STF’s design, the seven-story building will house multiple departments under one roof. It will include dedicated offices for various officials, advanced cyber crime investigation labs, a conference hall, and an office for the Anti-Narcotics Task Force.
Additionally, specialized training programs will be conducted to equip law enforcement officers with the latest skills in cyber crime prevention. The center will also support research initiatives to stay ahead of cyber criminals who constantly adopt new tactics.
Database of Cyber Criminals
To strengthen its cyber crime control efforts, the government is planning new recruitments for the STF, Cyber Crime Police Stations, and the Anti-Narcotics Task Force. The center will maintain a comprehensive digital database of cyber criminals and individuals involved in anti-national activities. This database will assist authorities in responding swiftly to cyber attacks or criminal incidents.

The establishment of the CCoE will significantly enhance the state’s cyber security capabilities. Currently, the police often rely on external agencies to block websites or access cyber criminal records. With the new center, these processes will be streamlined.
Furthermore, law enforcement officers previously had to travel to other states for cyber crime training. Now, with the CCoE in Uttarakhand, training programs will be conducted locally, strengthening the overall cyber crime management infrastructure. District-level cyber cells will also receive additional support from the center, leading to a more robust and responsive cyber security network in the state.
