Dharali Disaster: Final Report on Rehabilitation and Livelihood Ready for Submission

A three-member committee has finalized its report on the rehabilitation and permanent livelihood of families affected by the Dharali disaster in Uttarkashi. The committee is set to submit the report to the state government today, recommending a relief and rehabilitation package similar to the model adopted in Joshimath.

The disaster on August 5 had devastated Dharali village when a flood in Kheer Ganga buried homes under debris. Following Chief Minister Pushkar Singh Dhami’s directions, the committee was formed under Revenue Secretary Dr. Surendra Narayan Pandey, with UCADA CEO Dr. Ashish Chauhan and Additional Finance Secretary Himanshu Khurana as members.

The committee assessed that 115 families were affected and studied the Joshimath rehabilitation model to draft its recommendations. Suggestions were also collected from local representatives, district officials, and disaster-hit families, who proposed relocation to Jangla, Lanka, and Kopang.

The Joshimath model included one-time settlements, house-for-house and land-for-land options, up to 100 sq. meters for housing, and duplex construction on 75 sq. meters at designated sites. Based on the committee’s report, the government will prepare a long-term plan for Dharali’s rehabilitation and livelihood support.
