In a letter written to CM Dhami, Dr Rizvi lauded Prime Minister Narendra Modi’s leadership, describing him as the driving force behind India’s emergence among the leading developed nations of the world.

Dr Rizvi said that the PM has paid due attention to the needs of the states, particularly those facing financial challenges, and that Uttarakhand has progressed remarkably under his guidance. He added that Modi’s special interest in Uttarakhand is evident from the allocation of Rs 8,260 crores for the state’s development projects. Referring to Modi’s address in Dehradun on 9 November 2025, he said that the PM has praised the commendable work being carried out under the leadership of CM Pushkar Singh Dhami.

Recalling his own association with the hill state, Dr Rizvi noted that universities in Garhwal, Kumaon, Rohilkhand, Bundelkhand (Jhansi), and Faizabad (Ayodhya) were established during his tenure as Education Minister under the guidance of HN Bahuguna. He further recalled that he had been entrusted with overseeing the development of the Kumaon Division by the then Chief Minister ND Tiwari and had strongly supported the movement for the creation of a separate hill state.

Extending his best wishes to CM Dhami, Rizvi expressed confidence that Uttarakhand would continue to achieve new milestones in development under the current leadership.
