Election Commission Highlights Importance of MCC Amid ‘One Nation, One Election’ Debate

As discussions on the “One Nation, One Election” concept intensify, the Election Commission of India (ECI) has emphasized the Model Code of Conduct (MCC) as a vital component of the election process. The government argues that frequent enforcement of the MCC disrupts developmental activities, but the ECI asserts that the MCC is essential for ensuring a level playing field during elections.

Election Commission’s Stand on MCC

The ECI views the MCC as a tool to maintain fairness in elections, providing equal opportunities to all parties and stakeholders. It clarified that perceiving the MCC merely as a hindrance to governance is inappropriate. To address concerns, the ECI has adopted a strategy to limit the MCC’s enforcement to the “necessary minimum” duration.

Context of Constitutional Amendment Bill

The government has argued in the proposed bill for “One Nation, One Election” that conducting frequent elections hampers developmental work and disrupts daily life. The bill also highlights the importance of saving time and costs associated with the election process.

Consultations with the Law Commission

In March 2023, the ECI responded to questions from the Law Commission, stating that the MCC was voluntarily developed through consultations with political parties. The ECI reiterated its necessity for conducting free and fair elections.

Reports to Parliamentary and High-Level Committees

The ECI has presented its views to the Joint Parliamentary Committee and the high-level committee chaired by Ram Nath Kovind on “One Nation, One Election.” It underscored that the MCC is crucial for ensuring transparency and credibility in the electoral process.
