Uttarakhand has launched the Yuva Aapda Mitra Yojana, offering a chance for over 4,000 volunteers from NCC, NSS, Bharat Scouts and Guides, and Nehru Yuva Kendra to receive specialized disaster management training. The initiative, under the guidance of the National Disaster Management Authority (NDMA), aims to equip young volunteers to act as first responders during emergencies.
In a meeting led by Secretary of Disaster Management and Rehabilitation, Vinod Kumar Suman, officials set clear objectives for implementing the scheme across 11 districts in the state. Volunteers will be trained to handle various natural and man-made disasters efficiently.
The Yuva Aapda Mitra Yojana aligns with Prime Minister Narendra Modi’s vision of programs like Mera Yuva Bharat, Yuva Setu, and the 10-Point Agenda on Disaster Risk Reduction. Approved by Home Minister Amit Shah on July 25, 2024, the initiative will cover 4,310 volunteers in Uttarakhand, with 20 individuals further trained as Master Trainers. The training will emphasize practical skills, including earthquake safety, fire safety, flood response, CPR, first aid, and rescue operations. Additionally, volunteers will be educated on managing incidents like chemical disasters, landslides, and lightning strikes.
To ensure inclusivity, 50% of the selected volunteers will be women. Eligible applicants should be between 18 to 40 years of age, physically and mentally fit, and a resident of their respective district. Participants will also receive an emergency response kit containing essentials like life jackets, safety helmets, and first aid supplies.
Moreover, volunteers will be covered under a three-year life and medical insurance plan. Upon completing the training, they will receive certificates of recognition from the Uttarakhand State Disaster Management Authority (USDMA).
Secretary Vinod Kumar Suman emphasized the importance of the community’s role in disaster management, stating that increased local preparedness could significantly reduce disaster-related damage. Interested youth are encouraged to apply and contribute to making Uttarakhand safer.:
