Promotions across various government departments in Uttarakhand will be completed by July 31, but transfers will be held only after the panchayat election model code of conduct is lifted. Since the selection year for departmental promotions ends on July 31, officials must be promoted before that date.
However, the ongoing panchayat election process has enforced the model code of conduct, restricting transfers. Departments had sought clarification from the State Election Commission regarding this issue. In response, Commission Secretary Rahul Kumar Goyal confirmed that while promotions can proceed, transfers are prohibited during the code period.
Departments can conduct DPC meetings and issue promotion orders as needed but must defer transfers until after the election process concludes. It is expected that promoted officials will be posted post-elections.
Additionally, several departments have approached the Election Commission for permissions related to tender processes. The commission clarified that approvals are granted only in cases of emergency, such as disaster response. On average, three requests are approved and three are rejected daily.
