Reshuffle: 44 senior bureaucrats including IAS, PCS & IFS officers transferred

Dehradun, 12 Oct: The Uttarakhand Government has effected a major reshuffle in the state bureaucracy ahead of Diwali, transferring officers from the Indian Administrative Service (IAS), Indian Forest Service (IFS), and Provincial Civil Service (PCS). The latest transfer list issued today, includes changes in the responsibilities of 23 IAS officers, 11 PCS officers, three Secretariat Service officers, and one IFS officer. District Magistrates of five districts, namely Nainital, Chamoli, Pithoragarh, Bageshwar, and Almora, have been replaced.

IAS officer Lalit Mohan Rayal has been appointed District Magistrate of Nainital, while IAS officer Gaurav Kumar has taken charge as DM, Chamoli. IAS officer Anshul Singh has been appointed DM, Almora, IAS officer Akanksha Konde, DM, Bageshwar, and IAS officer Ashish Kumar Bhatgai, DM, Pithoragarh. IFS officer Parag Madhukar Dhakate has been posted as Special Secretary, Panchayati Raj.

The reshuffle, coming on the eve of the festive season, has brought an end to weeks of speculation regarding transfers in the bureaucracy. The transfer list includes significant changes at the top level, with several key administrative departments witnessing replacements.

IAS officer Dilip Jawalkar has been relieved of the Rural Development and Rural Construction Department, while IAS officer BVRC Purushottam has been divested of the post of Director, Fisheries. IAS officer Chandresh Yadav has been relieved of the charge as Secretary, Panchayati Raj, and Commissioner, Food. IAS officer Ranveer Singh Chauhan has been assigned the charge of Commissioner, Food, after being relieved from the post of Director General, Agriculture and Horticulture. IAS officer Dheeraj Garbyal has been given charge as Secretary, Rural Development and Rural Construction Department, and IFS officer Parag Madhukar Dhakate has been appointed Special Secretary, Panchayati Raj.

IAS officer Sonika has been posted as Vice Chairperson, Haridwar-Roorkee Development Authority, in addition to her present charge as Kumbh Mela Officer. IAS officer Lalit Mohan Rayal, relieved from the charge of Additional Secretary, Personnel, has now been appointed DM, Nainital, with additional charge as Vice Chairman, District-Level Development Authority. IAS officer Vijay Kumar Jogdande has been relieved from the Revenue Department as Additional Secretary.

IAS officer Vandana Singh has been removed from the post of DM, Nainital, and assigned the responsibility as Director General, Agriculture and Horticulture, along with Additional Secretary, Planning. IAS officer Vineet Kumar has been relieved from the post of Additional Secretary, Forest, and appointed Additional Secretary, Labour. IAS officer Himanshu Khurana has been posted as Additional Secretary, Forest, while IAS officer Anuradha Pal has been relieved of the responsibility as Additional Secretary, Medical Education. IAS officer Alok Kumar Pandey, relieved as DM, Almora, has been appointed Chief Executive Officer, PMGSY, and Director, ITDA, along with Additional Secretary, Information Technology.

IAS officer Gaurav Kumar, included in the transfer list, has been posted as DM, Chamoli. IAS officer Sandeep Tiwari, who was serving as DM, Chamoli, has been assigned the post of Director, Social Welfare, Haldwani. IAS officer Ravneet Cheema has been relieved from the post of Additional Secretary, Labour and Social Welfare, and Commissioner for Persons with Disabilities, and is now posted as Additional Secretary, Reorganisation Department.

IAS officer Vinod Giri Goswami has been transferred from the post of DM, Pithoragarh, and posted as Additional Secretary, Urban Development Department, and Director, Urban Development. IAS officer Ashish Kumar Bhatgai, relieved as DM, Bageshwar, has been appointed DM, Pithoragarh. IAS officer Prakash Chandra has been given the charge as Commissioner for Persons with Disabilities, while IAS officer Deepti Singh has been relieved of the additional charge as Director, Horticulture Department. IAS officer Akanksha Konde has been appointed DM, Bageshwar, and IAS officer Anshul Singh has been appointed DM, Almora, after being relieved as Vice Chairman, Haridwar-Roorkee Development Authority.

Among the Secretariat Service officers, Mayawati Dhakriyal has been appointed Additional Secretary, Language, and Director, Language Institute; Santosh Badoni has been appointed Director, Secretariat Training Institute; and Sunil Singh has been posted as Additional Secretary, Revenue and Secretariat Administration.

Among PCS officers, PCS officer Giridhari Singh Rawat has been appointed Additional Secretary, Personnel and Vigilance; PCS officer Chandra Singh Dharmshaktu, as Director, Fisheries Department; PCS officer Lalit Narayan Mishra, as Chief Development Officer, Haridwar; PCS officer Ashok Kumar Pandey, as Secretary, Uttarakhand Public Service Commission; PCS officer Sundarlal Semwal as Director, Horticulture Department; and PCS officer Chandra Singh Martoliya as Regional Food Controller, Kumaon Division. PCS officer Jai Bharat Singh has been transferred from the post of ADM, Dehradun, and appointed CDO, Uttarkashi. PCS officer Raza Abbas has been relieved from the post of Additional Municipal Commissioner, Municipal Corporation, Dehradun. PCS officer Jayawardhan Sharma has been appointed Examination Controller, Uttarakhand Public Service Commission, Haridwar, while PCS officer Yukta Mishra has been appointed ADM, Almora.

PCS officer Krishna Nath Goswami has been posted as ADM, Champawat, PCS officer Naresh Chandra Durg Pal as Joint Director, Consolidation, PCS officer Richa Singh as Deputy Collector, Udham Singh Nagar, and PCS officer Sonia Pant as Deputy Director, Urban Development. PCS officer Sohan Singh has been given charge as Deputy Collector, Rudraprayag; PCS officer Paritosh Verma as Municipal Commissioner, Municipal Corporation, Haldwani; PCS officer Chatar Singh as Deputy Collector, Pauri; and PCS officer Anil Kumar as Deputy Collector, Bageshwar.
