Srinagar, Uttarakhand: The Higher Education Department has decided that state universities will now independently manage the Samarth Portal to streamline undergraduate and postgraduate admissions. This move aims to ensure seamless academic processes and better coordination across institutions.
Additionally, colleges affiliated with Hemvati Nandan Bahuguna Garhwal University will adhere to the Central University’s academic calendar, while efforts will be made to upgrade NAAC-accredited “C” grade colleges to “A” grade status.
During the 11th State Higher Education Council meeting, chaired by Higher Education Minister Dr. Dhan Singh Rawat, the following initiatives were announced:
- Samarth Portal Autonomy: Universities will handle portal operations to simplify admissions and academic activities.
- Unified Academic Calendar: Hemvati Nandan Bahuguna Garhwal University-affiliated colleges to align with Central University guidelines.
- Focus on Research and Employment: Universities to prioritize research and employment-oriented education.
- Infrastructure and Quality Enhancements: Solar panels in colleges, biometric attendance for staff and students, and improved library resources.
Enhancing Accessibility and Accountability
The council also proposed measures to improve access and quality:
- Higher Education Access: A degree college to be opened in every block.
- Mandatory Academic Days: Colleges to operate for at least 180 days annually.
- Community Outreach: Adoption of villages and primary schools by universities and colleges.
All vacant teaching and non-teaching positions in universities and colleges will be filled within a year, along with comprehensive audits for improved accountability and governance.
These reforms aim to elevate higher education standards in Uttarakhand, ensuring accessibility, transparency, and better career opportunities for students.
