DEHRADUN, 11 Oct: In a major development in the ongoing paper leak controversy, the Uttarakhand Subordinate Services Selection Commission (UKSSSC) has finally cancelled the Graduate Level Examination following the submission of an inquiry report. Chairman of UKSSSC, GM Martolia on Saturday confirmed that the decision was taken during a Board meeting after the Commission received the report from the one-man Judicial Inquiry Commission. An official order in this regard is expected to be issued shortly.
It may be recalled that that the Graduate Level Examination, conducted on September 21, had come under a cloud of suspicion after reports emerged that three pages of the question paper had been transmitted outside the examination centre even as the examination was underway, through WhatsApp. Nearly 1,05,000 candidates had appeared for the test. The revelation had sparked widespread protests led by the Unemployed Union, which continued for several days.
Responding to the mounting outrage, Chief Minister Pushkar Singh Dhami had also ordered a CBI probe into the matter, even as an SIT was already so constituted to conduct a parallel investigation. Furthermore, a one-man Judicial Inquiry Commission was also established under Justice UC Dhyani, a retired judge from Uttarakhand High Court, to examine the entire episode under the Commissions of Inquiry Act, 1952.
The Justice Dhyani Commission conducted detailed deliberations and public consultations in several cities, including Dehradun and Haldwani, to collect feedback from candidates and educators. A large number of aspirants had strongly demanded the cancellation of the tainted examination.
After examining all aspects, the Commission submitted its report to the Government and recommended that the exam be annulled. Acting upon this, the UKSSSC held a board meeting and then decided to cancel the examination. UKSSSC also announced that it would be re-conducted within three months. The decision was officially communicated through a press note issued by the Commission.
As per the press release, the advertisement for the Graduate Level posts had been issued on April 9, 2025, and the examination took place on September 21. However, around 1.30 pm on the day of the examination, screenshots of some questions went viral on social media platforms. The Commission promptly informed the Senior Superintendent of Police, Dehradun, who registered an FIR at Raipur police station on 22 September 2025.
The Inquiry Commission’s report highlighted that the confidentiality, integrity, and transparency of the recruitment process must remain beyond question and that retaining public faith in the examination system is of paramount importance. Accordingly, the UKSSSC decided to cancel the examination to safeguard its credibility and ensure that future recruitments remain transparent and fair.
