Uttarakhand Power Corporation Limited (UPCL) has intensified its efforts to recover pending electricity dues by ordering a pre-audit of all long-pending bills every three months. To strengthen the bill recovery campaign as per the Regulatory Commission’s guidelines, the corporation has appointed nodal and co-nodal officers across all divisions. Additionally, each division must submit a fortnightly progress report on collection and audit to the Director of Operations.
According to orders issued by UPCL Managing Director Anil Kumar, a recent meeting of the board of directors highlighted discrepancies in the commercial ledger, billing systems, and long-standing unpaid bills. It was decided that a detailed pre-audit would be carried out for all electricity divisions under the supervision of nodal officers.
Superintending Engineers (Distribution) have been named as nodal officers, while Accounts Officers and Assistant Accounts Officers posted in the divisional offices have been appointed as co-nodal officers. Their collective responsibility is to ensure the pre-audit of all pending power bills in their respective distribution zones within three months.
Executive Engineers must ensure that all required documents are available for the audit. Based on the audit report, they are to ensure compliance with the commission’s orders and norms. The nodal officers are responsible for resolving discrepancies as per the audit agency’s findings and must submit a detailed progress report every 15 days to the Director of Operations.
