During the ongoing budget session of the Uttarakhand Legislative Assembly in the summer capital Gairsain, Chief Minister Pushkar Singh Dhami presented a budget of ₹1,11,703.21 crore for the upcoming financial year. The budget is 11.41 percent higher than the previous year’s allocation.
After the budget presentation, the proceedings of the House were adjourned till the next day.
Focus on ‘GYAN’ Model
The state government structured the budget around the GYAN model:
- G – Garib Kalyan (Welfare of the Poor)
- Y – Yuva (Youth Empowerment)
- A – Annadata (Support for Farmers)
- N – Nari Sashaktikaran (Women Empowerment)
Major Announcements for Women Empowerment
Several schemes aimed at strengthening women’s welfare were announced, including:
- ₹220 crore under the Nanda Gaura Scheme
- ₹47.78 crore for Pradhan Mantri Matritva Vandana Yojana
- ₹30 crore for Mukhyamantri Mahalakshmi Kit Yojana
- ₹15 crore for Mukhyamantri Anchal Amrit Yojana
- ₹122 crore for the Eija-Boi Shagun Scheme for mothers
- ₹10 crore for the construction of a Women’s Sports College in Champawat
The government also increased the gender budget from ₹16,961.32 crore in 2025–26 to ₹19,692.02 crore in the new budget.
Youth Welfare and Employment
To promote employment and skill development among youth, the government announced:
- ₹60 crore for the Mukhyamantri Swarozgar Yojana
- ₹10 crore for the Mukhyamantri Migration Prevention Scheme
- ₹62.29 crore for the Pandit Deendayal Upadhyay Rural Skill Scheme
- ₹155.38 crore assistance for non-government colleges
Support for Farmers and Agriculture
Several provisions were made for farmers and agriculture-related sectors:
- ₹39.90 crore for the Trout Promotion Scheme
- ₹42 crore under Mission Apple
- ₹32 crore for milk price incentive to dairy producers
- ₹12 crore for the Millet Mission
- ₹12.06 crore for the Farmer Pension Scheme
- ₹160.13 crore under the Pradhan Mantri Matsya Sampada Yojana
Welfare and Social Security
Under the Garib Kalyan category, the government allocated:
- ₹1300 crore for the Anna Poorti Scheme
- ₹298.35 crore for Pradhan Mantri Awas Yojana (Rural)
- ₹56.12 crore for PM Awas Yojana 2.0 (Urban)
- ₹167.05 crore for pensions for persons with disabilities and other social schemes
- ₹43.03 crore subsidy on cooking gas for poor families
Infrastructure, Tourism and Technology
The government also announced several new initiatives, including:
- ₹1,027 crore infrastructure grant request from the central government for Kumbh Mela preparations in Haridwar
- ₹100 crore for tourism infrastructure development
- ₹10 crore each for Haridwar Ganga Corridor and Rishikesh Ganga Corridor projects
- ₹15 crore for cyber security implementation
- ₹10.50 crore for emerging technologies and AI development
Health Sector Allocation
The health sector has been allocated ₹4,252.50 crore, with ₹195 crore for capital expenditure. Development works are planned for hospitals in districts including Bageshwar, Doiwala, Haridwar, Uttarkashi, Almora, Dehradun, Tehri and Nainital.
The budget includes several schemes aimed at strengthening tourism, agriculture, employment, women’s welfare and social security, reflecting the government’s focus on balanced development across sectors.
