Uttarakhand– The Uttarakhand government is set to implement major changes in the madrasa recognition process, making it mandatory to obtain approval from the District Magistrate (DM). This move comes as part of the government’s stricter approach towards unauthorized madrasas operating in the state.
A proposal regarding these amendments, submitted by the Uttarakhand Madrasa Education Board, is currently under review by the government. The proposal has been forwarded to the finance, law, and personnel departments for further examination.
450 Registered Madrasas, Over 500 Unauthorized
Currently, around 450 madrasas are registered under the Uttarakhand Madrasa Education Board, submitting their financial and operational details to the state government. However, more than 500 unauthorized madrasas are reportedly operating without proper recognition. In the past month, authorities have sealed 159 such institutions, and investigations into their funding sources are ongoing.
Role of District Administration
Under the proposed changes, the DM will lead a committee to thoroughly investigate each application for madrasa recognition. Only after the DM’s recommendation will the application proceed to the Madrasa Education Board. Additionally, the district administration will also play a key role in the renewal of madrasa recognition.

Previously, applications for madrasa recognition were submitted through the district minority welfare officer and directly forwarded to the board. The proposed regulations aim to ensure stricter scrutiny and transparency in the recognition process.
Dheeraj Gabryal, Secretary of Minority Welfare, confirmed the receipt of the proposal and stated that the examination process is underway. Upon receiving feedback from the relevant departments, further actions will be taken.
