The Uttarakhand government has approved the Town Planning Scheme (Implementation) Rules 2025, paving the way for developing new cities without direct budget spending. The model follows Gujarat and Maharashtra, where TPS has helped planned urban growth. In Gujarat, around 90–95 percent of urban land in Ahmedabad and Surat was developed under this system, while Maharashtra used it for projects like NAINA and Pune Metropolitan Region.
Officials said TPS will support organised expansion and reduce disputes, as land will not be forcibly acquired. Roads, drainage, electricity, parks and public services will be developed together. Costs will be recovered through betterment charges, making it a zero-budget process for the state. The model is participation-based, with public consultations at each stage.
Under TPS, cities and satellite towns can be developed with low financial burden. Authorities said the model will create accessible land for housing, trade and industry while helping control unplanned growth. Principal Secretary R. Meenakshi Sundaram said the system will also lower conflicts related to land acquisition.

The scheme will be implemented in three stages, including identification of the TPS area, preparation and approval of the draft plan, finalisation of physical and financial plans, and issuance of reconstituted plots to landowners.
