Uttarakhand Creates History By Implementing Uniform Civil Code

Dehradun, January 27, 2025 – In a historic move, Uttarakhand has officially implemented the Uniform Civil Code (UCC), becoming the first state in India to do so. Chief Minister Pushkar Singh Dhami launched the UCC portal, ucc.uk.gov.in, along with the rulebook at the Chief Sevak Sadan. The notification for UCC enforcement was also issued during the event, marking a significant milestone in the state’s governance.

Journey to UCC Implementation

The process began on May 27, 2022, with the formation of an expert committee. The committee submitted its report to the government on February 2, 2024. Subsequently, the bill was passed by the Uttarakhand Assembly on March 8, 2024, and received presidential assent on March 12, 2024. Following months of technical and administrative preparations, including the development of an online portal and streamlined procedures for citizens and officials, the Cabinet approved the final UCC rulebook on January 20, 2025.

Extensive mock drills were conducted to ensure the seamless functioning of the registration process, with the last drill held on Friday addressing all remaining issues. The portal and rulebook were inaugurated today at 12:30 PM by the Chief Minister.

Positive Societal Impact

Chief Secretary Radha Raturi described the implementation as a proud moment for the state, crediting the years of hard work by the UCC committee. Shatrughan Singh, Chairman of the UCC Committee, assured that the registration process would be simplified and easily accessible to all citizens.

CM Dhami’s Remarks

Chief Minister Pushkar Singh Dhami called the day a moment of pride for Uttarakhand, stating, “UCC is like the Ganga originating from Devbhoomi. It ensures equal rights for all citizens and women across religions.” He expressed gratitude to the Prime Minister, Home Minister, Assembly members, and the IT and Police departments for their unwavering support.
