The Uttarakhand government has announced the formation of a one-member judicial commission to investigate allegations of malpractice in the Graduate Level Competitive Examination 2025. The commission will be headed by retired Justice U.C. Dhyani of the Nainital High Court.
The decision, taken in the interest of public accountability, follows complaints of cheating during the examination held on September 21, 2025. Given the seriousness of the allegations, the government has ordered a judicial inquiry under Section 3 of the Commissions of Inquiry Act, 1952.
Initially, the responsibility was proposed to retired Justice B.S. Verma, who declined due to personal reasons and time constraints. Subsequently, Justice Dhyani was appointed to lead the inquiry.
As per the government’s order, the commission will have the authority to seek assistance from officials and experts as needed. Its jurisdiction will cover the entire state, and it will examine complaints, information, and facts received from various sources.
Additionally, the commission will review the findings of the Special Investigation Team (SIT) formed on September 24, 2025, and provide necessary legal guidance. The state government has directed the commission to submit its report at the earliest possible time.
