Uttarakhand HC directs government to release promotion list of teachers by September 22

The Uttarakhand High Court has instructed the state government to prepare and provide a promotion list for LT teachers and lecturers based on seniority by September 22. The decision came after hearing multiple petitions filed by teachers regarding their long-pending promotion and transfer issues.

The matter was heard by Chief Justice J. Nareder and Justice Subhash Upadhyay’s bench. Teachers in Uttarakhand have been demanding promotions for years, with over 5,000 teachers warning of protests. Following these developments, Advocate General S.N. Babulkar and Chief Standing Counsel Chandrashekhar Rawat mentioned the case before the bench, stressing that it has remained pending since 2012, causing delays in promotions and transfers.

The teachers argued that principal posts should be filled through promotion rather than direct recruitment, as many of them have served for years without due recognition. Some teachers have already retired, receiving gratuity and pension benefits, yet their promotions were never granted. They demanded implementation of the Supreme Court’s order in the Bhuvan Chandra Kandpal case, where promotions were approved. Petitions in this regard were filed by Trivikram Singh, Laxman Singh Khati, and others.
