Uttarakhand: Madrasas Must Obtain Recognition to Offer Religious Education, Teacher Appointments to Follow New Standards

Dehradun: Madrasas in Uttarakhand will now be required to obtain formal recognition from the newly established authority if they wish to provide only religious education. Under the new Minority Educational Institutions Act, both the operation and staffing of these institutions will be regulated according to set standards.

According to the new provisions, madrasas currently recognized by the Uttarakhand Madrasa Education Board will be permitted to function under the Uttarakhand Madrasa Education Board Act, 2016 and the Uttarakhand Arabic and Persian Madrasa Recognition Rules, 2019 only until the 2025–26 academic session.

From the 2026–27 session onward, madrasas offering religious education will be required to seek fresh recognition from the authority established under the new law. This recognition will remain valid for three academic sessions, after which renewal will be mandatory. Institutions applying for recognition must have the land registered in the name of their managing society.

Additionally, all financial transactions must be conducted through a commercial bank account registered in the name of the institution. The law also prohibits minority institutions from compelling students or staff to participate in any religious activities.

Madrasas will now have to appoint teachers according to the eligibility criteria set by the Minority Educational Institutions Council, bringing new accountability standards to staff recruitment. Previously, there were no strict norms for teacher appointments in minority educational institutions.
