Dehradun Secretariat Shake-Up: New Transfer Policy to Relocate Long-Posted Officers

Officers serving in the same section or department of the Uttarakhand Secretariat for several years will now be transferred under a new policy enforced by Chief Secretary Anand Bardhan. The revamped transfer policy has been implemented with immediate effect, and all transfers are to be completed by July 31.

Although a transfer policy was introduced back in 2007, it was never strictly enforced. As a result, many officers have remained in the same sections for years. The new policy applies to officers from Section Officer to Joint Secretary rank under the Secretariat Service cadre, as well as Review Officers, Assistant Review Officers, and Computer Assistants.

A committee, approved by the Chief Secretary, will oversee annual transfers. It will include one senior official as chairperson — either the Additional Chief Secretary, Principal Secretary, or Secretary from the Secretariat Service — along with the Additional Secretary of Secretariat Administration and another Additional Secretary nominated by the Chief Secretary.

According to the new norms, Class A officers can serve in a single department for a maximum of three years. Class B officers, including section staff, can stay up to five years. Class C officers, including Review Officers and Assistant Review Officers, will also have a five-year cap, while Computer Assistants may serve up to seven years in one section.
