Uttarakhand Monsoon Session: CM Dhami tables ₹5,315 crore supplementary budget

The four-day monsoon session of the Uttarakhand Assembly began on Tuesday at Bharadisain with heavy uproar from the opposition. The house proceedings were disrupted multiple times due to protests, leading to repeated adjournments. Amid the chaos, Chief Minister Pushkar Singh Dhami tabled a supplementary budget of ₹5315 crore along with nine bills. The session was later adjourned until 11 am on Wednesday.

The Assembly faced seven adjournments on the first day, starting right from 11 am when the session opened. Congress MLAs staged protests, overturned the secretary’s table, broke microphones, tore the agenda papers, and hurled them inside the house. They later staged a sit-in inside the well of the Assembly. Speaker expressed displeasure over the conduct, calling it “deeply unfortunate.”

The nine bills presented include:

  • Uttarakhand Appropriation (Supplementary) Bill 2025-26

  • Uttarakhand Uttar Pradesh Shri Badrinath and Shri Kedarnath Temples (Amendment) Bill 2025

  • Uttarakhand Freedom of Religion and Prohibition of Unlawful Practices (Amendment) Bill 2025

  • Uttarakhand Private Universities (Amendment) Bill 2025

  • Uttarakhand Witness Protection Repeal Bill 2025

  • Uttarakhand Minority Education Bill 2025

  • Uttarakhand Uniform Civil Code (Amendment) Bill 2025

  • Uttarakhand Panchayati Raj (Amendment) Bill 2025

  • Uttarakhand Democracy Fighter Honour Bill 2025

The session also paid tributes to former MLA Muni Devi. Leader of Opposition Yashpal Arya, Cabinet Minister Satpal Maharaj, Higher Education Minister Dhan Singh Rawat, and Minister Saurabh Bahuguna expressed condolences during the proceedings.

After tabling the budget and bills, Speaker adjourned the House till 11 a.m. Wednesday.
