Teacher Transfers in Uttarakhand May Resume Post-Election Code

In Uttarakhand, while mandatory teacher transfers based on ‘sugam’ (easy) and ‘durgam’ (difficult) area classifications remain on hold, mutual and request-based transfers could soon move forward after the election model code of conduct ends. Education department officials confirmed that the process will likely resume after the current restrictions are lifted.

The issue arose after inconsistencies were reported — some schools within the same campus are categorized differently, with one listed as “durgam” and another as “sugam.” This matter was taken to the High Court, resulting in a freeze on all transfer procedures. Officials stated that the department has already submitted a clarification to the court regarding the classification.

There are also teachers suffering from serious medical conditions, and the department acknowledges that such individuals may be considered for relocation on compassionate grounds. Additionally, mutual transfers — where two teachers request to swap positions — will also be permitted once the code of conduct is lifted.
