Uttarakhand Seeks Special Assistance to Tackle Floating Population Challenge

Uttarakhand has sought special financial assistance from the Central Government to address the challenges posed by the growing floating population in the state. During the pre-budget consultation meeting chaired by Union Finance Minister Nirmala Sitharaman in Jaisalmer on Friday, State Finance Minister Premchand Aggarwal emphasized the need for targeted support.

Key Highlights:

  1. Floating Population Impact:
    Aggarwal highlighted that the state accommodates a floating population five times larger than its permanent residents due to tourism and pilgrimage activities. This influx exerts pressure on sustainable tourism, sanitation, sewage treatment, safe drinking water, and electric vehicle infrastructure.
  2. Requests for Financial Support:
    • Special funding for sustainable tourism infrastructure.
    • Support for improved sanitation and clean water facilities.
    • Expansion of electric vehicle services to reduce environmental impact.
  3. Railway Surveys and Projects:
    The state has requested surveys for the Bageshwar-Karnprayag and Ramnagar-Karnprayag railway lines to enhance connectivity.
  4. Key Development Proposals:
    • A centrally funded groundwater conservation scheme.
    • Establishment of an All India Institute of Ayurveda in the state.
    • Centers of excellence for Artificial Intelligence and Cybersecurity.
    • Grants of ₹2 crore per megawatt for hydroelectric projects.
  5. Enhancing Ropeway Infrastructure:
    The Finance Minister proposed increasing the Central Government’s contribution to ropeway projects from 20% to 40% to bolster tourism.
  6. Song Dam Project Progress:
    Aggarwal shared that work on the ₹2,500 crore Song Dam project has commenced, with ₹100 crore already sanctioned by the Central Government.
  7. Extension for Jal Jeevan Mission:
    The state has also sought an extension of the timeline to complete pending tasks under the Jal Jeevan Mission.

This comprehensive appeal underscores the state’s commitment to addressing the unique challenges arising from its geographic and demographic characteristics while fostering sustainable development.
