Uttarakhand Cabinet Approves Minority Education Authority, First of Its Kind in India

The Pushkar Singh Dhami-led Uttarakhand Cabinet has approved the formation of the Uttarakhand Minority Education Authority, marking a major policy shift in the state. The proposal will be introduced as the Uttarakhand Minority Educational Institutions Act, 2025 in the upcoming monsoon session of the Assembly at Bhararisain.

Until now, only Muslim community institutions were recognized as minority educational institutions. Under the new legislation, institutions established by Sikhs, Jains, Christians, Buddhists, and Parsis will also be eligible for recognition. This will be the first such law in the country aimed at creating a transparent process for granting recognition to minority-run educational institutions, while ensuring quality and excellence in education.

The Act outlines that:

  • A dedicated state-level Minority Education Authority will be constituted.
  • Recognition from this authority will be mandatory for minority institutions established under the Societies Act, Trust Act, or Companies Act.
  • Institutions must have land, bank accounts, and assets registered in their name. Recognition can be withdrawn in cases of financial irregularities, lack of transparency, or activities against communal harmony.
  • The authority will oversee adherence to Uttarakhand School Education Board standards and ensure fair student evaluations.

Officials noted that this legislation will not interfere in the establishment or management of such institutions but will safeguard their rights while promoting accountability and quality.

Social activist and Chief Minister’s advisory committee member Manu Gaur described it as a historic decision by the Dhami government. He emphasized that the move will allow children from all minority communities to access quality education and strengthen the state’s educational framework.
