Prime Minister’s Principal Secretary P.K. Mishra on Saturday underlined transparency, teamwork, and ethical values in governance. Speaking at the IIM Mumbai convocation, he said the government had initiated silent reforms since 2014 to make appointments in the civil services and public sector enterprises more merit-driven and accountable.
He noted that top-level postings such as Joint Secretary, Additional Secretary, and Secretary are now decided on domain expertise, competence, and credibility rather than seniority alone. Since 2016, a multi-source feedback system has been used to evaluate senior officials, factoring inputs from superiors, juniors, peers, and external stakeholders. This assesses leadership, accountability, decision-making, and integrity.
Highlighting Mission Karmayogi, Mishra said the programme has transformed civil services training, with over 1.3 crore employees registered and 50 lakh completing role-specific modules on the iGOT platform. The initiative is now linked to annual performance appraisals.
He added that interviews for Group B and C posts were scrapped in 2016, eliminating subjectivity and bias from recruitment while expanding the talent pool.
Addressing graduates, Mishra stressed that success is collective and urged them to embrace teamwork, humility, transparency, and strong ethical values along with technical expertise.
Citing India’s global rise, he said Prime Minister Modi’s “Reform, Perform, Transform” vision under Viksit Bharat\@2047 is backed by innovation. With over 100 unicorns and 1.9 lakh startups, India is emerging as a global innovation hub, supported by initiatives such as the National Research Fund, IndiaAI Mission, and Deep Tech Fund of Funds.
