Commerce and Industry Minister Piyush Goyal will introduce the Jan Vishwas (Amendment) Bill, 2025 in the Lok Sabha on Monday. The bill seeks to decriminalize certain minor offences to simplify life and business, promoting trust-based governance. According to the Lok Sabha agenda, the proposed legislation aims to amend several acts to reduce unnecessary penal provisions and make compliance more citizen-friendly.
The amendment proposes changes to over 350 provisions across multiple laws. Officials said the move will help build a more business- and citizen-centric environment. This bill follows the Jan Vishwas Act of 2023, which had decriminalized 183 provisions from 42 central laws managed by 19 ministries and departments.
In earlier efforts, the government scrapped over 40,000 redundant compliances and repealed more than 1,500 obsolete laws. Provisions of imprisonment and fines were revised — in some cases, imprisonment was removed while fines remained, and in others, penalties were modified. Prime Minister Narendra Modi, in his Independence Day address, had stressed the need to remove outdated laws that unnecessarily criminalize minor issues.
The Lok Sabha will also hold a special discussion on the return of Indian astronaut Shubhanshu Shukla from the International Space Station. The discussion will highlight “India’s first astronaut aboard the ISS and the crucial role of space programs in achieving a developed India by 2047.”
