Dehradun, October 22, 2024: The recent transfer decisions in Uttarakhand’s Irrigation Department have sparked widespread criticism and confusion, with glaring administrative missteps leading to multiple officers being appointed to the same position. This apparent oversight has raised serious questions about the department’s functioning and planning.
In one notable instance, Subir Kumar, Director of the Irrigation Research Institute in Roorkee, has been transferred as Chief Engineer to Srinagar—despite the fact that a Chief Engineer is already in place at the post. No orders regarding reassignment or adjustments in the work area of the incumbent officer have been issued, fueling concerns over the lack of clarity and coordination within the department.
The transfer of Chandrashekhar Singh, Chief Engineer Almora, is another example of the administrative muddle. Singh has been posted as Chief Engineer in Haridwar, along with additional charge of Dehradun. However, his responsibilities in Haridwar remain ambiguous, leaving a critical position shrouded in uncertainty.

Further complicating matters, Dinesh Chandra Uniyal, who was serving as Executive Engineer in Dehradun, has been reassigned to Haridwar. Strangely, no replacement for his position in Dehradun has been announced, raising questions about the continuity of operations in the state capital.
In another case of questionable decision-making, Krishna Singh Chauhan, Executive Engineer in Uttarkashi, has been transferred to Tharali, where an officer is already serving in the same capacity. The lack of communication on whether responsibilities will shift for the existing officer has added to the growing frustration among department employees.
Despite the evident confusion and mismanagement, Jaipal, head of the Irrigation Department, has assured that proposals will be made to address these discrepancies. However, the lack of foresight in such a vital department raises concerns about the overall efficiency of the system.
