The Central Government will conduct the Periodic Labour Force Survey (PLFS) across Uttarakhand from February to December 2026 to assess the actual employment and unemployment situation in the state. The survey will collect updated data from both rural and urban households.
Under the survey, officials will evaluate how many people are employed, how many are seeking work and the overall level of participation in the labour market. In one district, 28 survey units have been selected, including 16 rural and 12 urban units, as part of the data collection process.
Departmental staff will visit households in these selected units and record information of heads of families and members, including educational and employment details, through an online system. Verified data on employment, unemployment and workforce participation relative to the total population will first be submitted to the state government and later to the Centre.
The survey aims to generate accurate indicators such as Labour Force Participation Rate (LFPR), Worker Population Ratio (WPR), unemployment rate and Current Weekly Status (CWS). Officials stated that future employment schemes and economic policies at both state and central levels will be guided by these findings.
The parameters of the survey include individuals aged 15 to 59 who are willing and able to work. It will capture details related to education, employment status, unemployment, monthly household expenditure, number of days worked in the last 365 days, days worked in a month and hours worked in a week. Even a person who has worked for one hour during the reference period will be counted as employed, and any income-generating economic activity will be treated as employment.
Ram Salone, District Economics and Statistics Officer, Pauri, said the survey will begin on February 11 as per Central Government guidelines. He stated that all data collection will be conducted through Computer Assisted Personal Interviewing (CAPI), and the Assistant Statistical Officer will undertake a comprehensive study of employment and livelihood patterns.
