Uttarakhand – Preparations for the Char Dham Yatra have hit a hurdle as the green card issuance process remains stalled due to a technical glitch in the transport department’s software. Despite instructions to begin issuing green cards from March 23, vehicle owners are unable to complete online applications. Officials confirmed that the system has become non-functional, preventing submission of required vehicle and travel details. The delay has raised concerns over preparedness, especially as green cards are mandatory to ensure vehicle fitness and safety during the yatra.
Ground-level arrangements at the Roorkee RTO office and the Narsan Border check point are yet to be fully operational. Reports indicate that neither verification processes nor card issuance systems have been properly set up, leaving transporters and pilgrims uncertain. Vehicle operators have expressed frustration over the lack of clarity. Local driver Rajesh Kumar stated that the process usually begins well in advance every year, but this time there is no clear communication. He warned that continued delays could lead to major disruptions once the pilgrimage begins.
Responding to the concerns, Assistant Regional Transport Officer (Enforcement) Sandeep Saini said that the department is actively working to resolve the issue. He attributed the delay to initial technical and administrative challenges and confirmed that a meeting with the Transport Minister has already been held.

He added that additional staff and resources will be deployed at the RTO office and Narsan border to streamline the process. Authorities have assured that all necessary arrangements will be completed before the start of the yatra, although the current delay has already exposed gaps in early-stage planning and system readiness.
