The Uttarakhand government has announced major concessions under its new housing policy to make affordable homes accessible for economically weaker sections (EWS) and other categories. Led by Chief Minister Pushkar Singh Dhami, the policy includes financial assistance, stamp duty relief, and easier loan procedures.
Under the policy, homes costing up to ₹9 lakh for EWS beneficiaries will receive subsidies between ₹3.5 to ₹4.5 lakh. Beneficiaries will need to cover the remaining ₹4.5 to ₹5.5 lakh, for which the loan process has been simplified. In plains areas, the state will provide ₹2 lakh and the Centre ₹1.5 lakh as a grant.
In hill regions, traditional Bakheli–style homes will be encouraged with more benefits. For a ₹9 lakh home, the beneficiary will only pay ₹4.5 lakh, while the state and central governments will contribute ₹3 lakh and ₹1.5 lakh respectively.
Stamp duty has been drastically reduced. EWS buyers will now pay only ₹1,000, LIG buyers ₹5,000, and LMIG ₹10,000. Previously, a ₹10 lakh house incurred ₹80,000 in stamp and registration fees, now reduced to ₹1,500. The 0.5% stamp duty on loan agreements has also been waived, saving buyers up to ₹5,000.
Additional benefits include fast-track land use approvals within three months, free building plan approval for EWS, and FAR of 25% in plains and 30% in hills. Builders will receive stamp duty concessions and reimbursement for sewage treatment plants. High-rise buildings up to eight floors or 30 meters will now be allowed, with mandatory lift installation and 10-year maintenance responsibility by the builder.
