Uttarakhand- The Uttarakhand Electricity Regulatory Commission has sought clarifications from the state’s three power utilities after finding gaps in their tariff proposals. Uttaranchal Power Corporation Limited (UPCL), Uttarakhand Jal Vidyut Nigam Limited (UJVNL), and Power Transmission Corporation of Uttarakhand Limited (PITCUL) have been asked to submit their replies by December 17.
As per the proposals submitted, the three energy corporations have collectively suggested an average electricity tariff hike of around 18.50 percent. UPCL has proposed a tariff increase of 16.23 percent, while PITCUL has sought a rise of nearly three percent. In contrast, UJVNL has submitted a negative tariff proposal of minus 1.2 percent, a first-of-its-kind move.
UJVNL and PITCUL submitted their tariff proposals before November 30, as per norms, while UPCL submitted its proposal around December 9. After a preliminary review, the regulatory commission raised several queries and asked the corporations to clarify specific points before the petitions are formally admitted.
Once the required information is provided, the commission will file the tariff petitions and conduct public hearings in February. Suggestions and objections will be invited from all stakeholders before a final analysis is carried out. The revised electricity tariffs for the financial year 2026–27 will be notified thereafter and will come into effect from April 1.

The commission is also examining UJVNL’s negative tariff proposal, which implies that the hydropower utility is not seeking any increase. Regulatory officials have termed the move unusual and said it requires detailed scrutiny before a final decision is taken.
