Dehradun: The Special Intensive Revision (SIR) programme will begin across Uttarakhand from June 8, with election authorities introducing several provisions to make the voter verification process easier for residents. Under the programme, if a voter is not available at home during the verification visit, a family member can fill out and submit the voter form on their behalf. However, the person submitting the form must provide details of their relationship with the voter.
The State Election Office has completed preparations for the exercise, including training of officials. During the SIR campaign, voters will be provided with forms that can either be filled out independently or with assistance from Booth Level Officers (BLOs). The forms will require voters to provide detailed information collected during the pre-SIR mapping exercise.
Voters will need to submit documents related to their date of birth, along with their Aadhaar number, if available, though it is not mandatory. Mobile numbers, details of parents, and voter ID numbers of spouses will also be required. In addition, voters must provide a recent photograph. If a photograph is unavailable, BLOs can capture a fresh image using their mobile phones.
The election department has also laid down a process for houses found locked during verification. BLOs will make three visits to such households. During the first visit, if the house is locked, the form will be left inside the premises or under the door, and a slip mentioning the next visit date and the BLO’s contact number will be affixed.
If the house remains locked during the second visit, another slip indicating the third visit date will be left. If the voter is still unavailable during the third visit, their name may be removed from the electoral roll.
All completed forms will be uploaded through the BLO mobile application. One copy of the form will be given to the voter, while another will be retained by the BLO for official records. The uploaded information will be digitally verified by the system.
If any discrepancy is detected, the voter will receive a notice seeking clarification. After reviewing the response, election authorities will decide whether to retain the voter’s name in the electoral roll. The verified details will then be reflected in the final draft roll.

State Chief Electoral Officer B V R C Purushottam appealed to all voters to cooperate with BLOs during the door-to-door verification process to ensure accurate and updated electoral records.
