Hemwati Nandan Bahuguna University is preparing to change the members of the anti-ragging committee at Government Doon Medical College following a recent ragging incident that has raised serious questions over college management and student safety. The move is being considered during the affiliation extension process for the year 2026. University officials said the decision was prompted by repeated ragging-related complaints and the latest incident involving junior MBBS students, which exposed gaps in internal monitoring mechanisms.
In the recent case, two junior students were allegedly assaulted by senior students inside the hostel premises. Following an internal inquiry, the college administration expelled nine senior MBBS students from the college and hostel. Two of these students were also fined ₹50,000 each. The severity of the incident has created fear among students and drawn criticism of the administration’s preventive measures.
The matter has also attracted attention from national regulatory bodies. The National Medical Commission and the University Grants Commission took cognisance of the incident. The UGC sought a formal explanation from HNBU Medical University, after which the university asked Doon Medical College to submit a detailed report on the entire episode.
University officials said efforts are underway to strengthen the anti-ragging framework at the college. As part of this process, several members of the existing anti-ragging committee may be replaced to ensure more effective handling of complaints and quicker intervention. In addition, the university is reviewing the functioning of other student-related bodies, including the Women Harassment Committee, Discipline Committee, Internal Complaints Committee, and six other institutional committees. Changes in their composition are also being considered to improve accountability and student support systems.
While disciplinary action has been taken against the accused students, the incident has underlined the need for stricter oversight and proactive enforcement of anti-ragging norms within medical colleges.
