The ambitious plan to construct a new Secretariat and Assembly building in Raipur has collapsed due to bureaucratic delays and practical hurdles. Despite being declared a “freeze zone” two years ago, no master plan has been finalized, prompting the state government to initiate steps to revoke the freeze. Secretary R. Meenakshi Sundaram confirmed that a proposal to remove the zone restrictions will soon be placed before the cabinet.
On March 23, 2023, construction activities in the designated area were halted through an official notification, with a five-month deadline to finalize the region’s master plan. However, even after two years, the plan has not materialized, stalling any progress on the proposed infrastructure.
Adding to the setback, the environment ministry failed to grant forest clearance for the selected land, and delays in communication led to the cancellation of even the preliminary approval. The removal of the freeze zone is now expected to provide relief to local residents and clear the path for future development.
